Chapter 32 - Phase Two

The words crackled through the secure radio somewhere beyond the forest road.
"Proceed to phase two."
The driver did not ask for clarification.
He already knew what it meant.
Back beneath Blackwood Estate, Arthur Hale stood over the glowing notebook while the forensic analyst photographed every hidden page. The invisible ink revealed a network far stranger than anything Elena's journal had suggested.
There were no simple lists of criminals.
No ordinary chain of command.
Instead, the notebook described a system built like a maze, where every person believed they served someone powerful, while the true architects stayed behind layers of false leaders, dead identities, and staged rivalries.
Chief Mercer leaned closer.
"These names don't match the files upstairs."
Arthur nodded.
"Because the files upstairs were meant to be found first."
Collins looked troubled.
"A decoy archive?"
"Not entirely. Real evidence. Real crimes. But arranged to guide us toward certain conclusions."
Mercer turned another page.
Several locations were circled in faded ink.
Courthouses.
Hospitals.
Schools.
Banks.
Community charities.
"Why would an organization like this track charity groups?" Mercer asked.
Arthur's expression hardened.
"Because influence does not always enter through locked doors."
Before anyone could speak, Reeves' radio finally came alive again.
"Chief, outside teams are back online."
Mercer responded immediately.
"Status?"
A tense voice answered.
"We found two abandoned signal jammers near the north fence. No suspects."
Collins stepped away to coordinate perimeter units.
Arthur continued studying the notebook.
Then he found one page that made his hand stop.
At the top was written:
Hale Contingency.
Beneath it appeared three names.
Arthur Hale.
Elena Hale.
And a third name Arthur had never expected to see connected to either of them.
Eli Warren.
The boy from the stairwell.
Arthur's face went still.
Mercer noticed immediately.
"What is it?"
Arthur slowly turned the notebook toward him.
"They knew about the boy."
Mercer stared at the name.
"How? He only spoke to us last night."
Arthur looked toward the staircase.
"Then he was important before last night."
At that moment, Mercer's phone rang.
It was headquarters.
The dispatcher sounded panicked.
