Chapter 8 - The Basement Ledger

The gunshot echoed through the apartment building like a thunderclap, freezing everyone for a fraction of a second.
"Basement!" Chief Mercer shouted.
He sprinted toward the stairwell with two officers close behind. Arthur remained beside Eli, placing a reassuring hand on the frightened boy's shoulder.
"You stay with Officer Carter," Arthur said calmly.
"But they're going to destroy it," Eli whispered desperately.
Arthur understood immediately.
"The notebook?"
Eli nodded so hard that tears rolled down his face.
"They always said if anyone came looking, the book had to disappear first."
Mercer and Reeves reached the basement door just as it slammed shut from the inside.
"Police! Open the door!"
No response.
Another loud crash came from within.
"Ram it!"
The old metal door burst inward after two powerful strikes.
Dust filled the narrow basement corridor. Rows of storage cages stretched into darkness, illuminated only by flickering emergency lights. Cardboard boxes had been knocked over, and fresh footprints crossed the dirty concrete floor.
"There!" Reeves shouted.
A man dressed in black sprinted toward the rear exit carrying a gray backpack.
"Stop!"
Instead, the suspect shoved over a shelving unit. Heavy paint cans crashed onto the floor, forcing the officers to dodge out of the way.
Mercer chased him through the maze of storage lockers while Reeves searched behind the broken heater Eli had mentioned.
His flashlight landed on a loose concrete block.
"Chief!"
Reeves pulled the block aside.
Behind it rested a thick black notebook wrapped carefully in plastic.
Alongside it sat several USB flash drives and a stack of envelopes filled with cash.
Mercer stopped running for only a moment.
"Secure everything."
The suspect escaped through the rear emergency exit before officers could reach him.
Outside, tires screeched.
By the time Mercer emerged into the alley, a dark SUV had already disappeared around the corner.
He cursed quietly.
Back downstairs, Reeves carefully opened the notebook.
Every page contained handwritten entries.
Apartment numbers.
Cash amounts.
Dates.
Vehicle registrations.
Initials beside several addresses.
Some pages listed payments every Friday night.
Others contained names followed by a single word:
Protected.
Mercer's heartbeat slowed as he continued reading.
Near the center of the notebook, one familiar surname caught his attention.
MILLER.
Not once.
Seven different times.
The chief slowly closed the ledger.
This investigation had just become far larger than a neighborhood disturbance.
Someone had been paying for protection.
And someone inside the department had been accepting it.
Meanwhile, Arthur stood upstairs beside Eli, watching paramedics care for injured residents.

He did not yet know what had been found below.
But judging from the expression on Mercer's face when he returned, Arthur realized the truth had finally begun to surface.
