Chapter 28 - The Cabinet with Rachel's Name

The beam from Marcus Hale's flashlight cut through the darkness, sweeping across the narrow archive room as the footsteps echoed closer.
One.
Two.
Three.
Then they stopped.
No one spoke.
Officer Liam Brooks slowly raised his service weapon toward the hallway while Detective Susan Ortega motioned for everyone else to remain absolutely still.
Rachel instinctively pulled Noah behind her. Lily had fallen asleep against Mrs. Evelyn Brooks' shoulder hours earlier and had been taken to a secure safe house, but Rachel could still hear her daughter's frightened cries from that morning echoing inside her mind.
Marcus whispered, "Brooks... watch the hallway."
Brooks nodded.
"I've got it."
The footsteps never resumed.
Instead, another sound filled the building.
A low electrical hum.
Emergency lights suddenly flickered to life, bathing the archive room in a dim amber glow.
Someone had restored only enough power for a few lights to operate.
Not enough to illuminate the entire building.
Just enough for whoever was inside...
To watch them.
Detective Ortega carefully approached the cabinet labeled CARTER, RACHEL.
Unlike every other cabinet, this one had no dust around its handle.
"It was opened recently," she observed.
Marcus photographed the cabinet before touching it.
"Ready?"
Ortega nodded.
He slowly pulled the drawer open.
Inside were dozens of neatly organized folders.
Medical records.
School reports.
Financial statements.
Copies of Rachel's divorce filings.
Photographs of Noah and Lily from birthdays Rachel had never shared publicly.
Rachel stared in disbelief.
"How could they have these?"
Kevin Ross examined one photograph.
"This was taken through a telephoto lens."
Another showed Noah during recess at school.
Another captured Lily playing at a neighborhood park.
Each image had dates, times, and handwritten notes.
Someone had documented their lives for nearly three years.
Marcus continued searching the drawer.
Near the back rested a sealed brown envelope stamped with the word:
TRANSFER AUTHORIZATION
Rachel felt her stomach tighten.
Marcus carefully opened it.
Inside was a single-page form.
Across the top appeared Noah's full legal name.
Beneath it was Lily's.
Rachel's breathing became shallow.
"What... is this?"
Detective Ortega read silently before her expression hardened.
"This isn't a custody document."
"What is it?"
"It appears to be an internal authorization form."
"For what?"
She looked at Marcus.
"It doesn't say."
Instead of listing a destination, the form contained only a code.
Evergreen Program – Level IV
Every approval box had been completed.
Every signature line had been signed.
Every official seal appeared authentic.
Except one line near the bottom.
Transfer Status: Failed
Rachel immediately remembered the warehouse ledger.
"The notebook..."
Marcus nodded.
"It said exactly the same thing."
Kevin quickly compared both documents.
"The handwriting matches."
"So whoever filled out the ledger also prepared this authorization."
Rachel looked at the final page inside the envelope.
There was a handwritten note attached with an old paperclip.
It read:
> Delay operation. Mother becoming difficult. Reassign after Phase Two.
Silence spread across the room.
Rachel slowly whispered,
"They were waiting..."
Marcus looked at her.
"For what?"
Rachel's eyes filled with tears.
"They weren't trying to take my children because Daniel wanted custody."
She looked at Noah, who stood quietly beside her, unaware of the full meaning of the documents.
"They already had another plan."
Before anyone could respond, Officer Brooks shouted from the hallway.
"Marcus!"
Everyone turned.
"What is it?"
Brooks aimed his flashlight toward the far end of the archive corridor.
"Someone's running."
Marcus and Ortega rushed into the hallway.
At the opposite end of the building, a shadow disappeared around a corner.
"Police!"
No answer.
Only hurried footsteps.
Marcus sprinted after the figure, weaving between rows of archive shelves.
The suspect shoved over a rolling file cabinet, blocking the corridor.
Marcus barely avoided being crushed.
By the time officers reached the rear exit...
The metal door stood open.
Outside, rain poured across the empty parking lot.
No vehicles.
No people.
Only fresh tire tracks leading toward the main road.
Brooks examined the ground with his flashlight.
"They planned their escape."
Marcus turned back toward the archive building.
"No."
He stared at the open doorway.
"They planned for us to find this place."
As he spoke, Kevin's voice echoed from inside Room 214.
"Marcus!"
"What?"
Kevin stood frozen beside the wooden desk.
"You need to see this."
Marcus hurried back inside.
Kevin pointed beneath the desk drawer.
A hidden compartment had slid open when the power returned.
Inside rested a thick stack of VHS tapes...
A leather notebook...
