Chapter 40 - Phase Two

The steel doors finished opening with a low, thunder-like rumble.
Marcus Hale stepped off the platform first, his flashlight still raised even though the enormous chamber before them was brighter than any place they had encountered inside Evergreen.
Rows of white ceiling lights stretched into the distance.
The room looked less like an archive and more like a modern research facility.
Glass walls divided different sections.
Electronic security gates stood at every intersection.
Large digital displays hung from the ceiling, each showing only a number.

Sector 03
Rachel slowly turned in a circle.
"This can't be beneath an abandoned warehouse."
Kevin Ross glanced at the structural scanner again.
"It shouldn't be."
The device displayed an impossible reading.
According to satellite maps and city engineering records, they should have been standing beneath an empty industrial block.
Instead...
The scanner suggested another underground complex extended hundreds of feet in every direction.
Detective Susan Ortega walked toward a glass wall overlooking the nearest sector.
Her expression immediately changed.
"Marcus."
He hurried over.
Inside Sector 01 stood hundreds of gray filing cabinets.
Not paper archives.
Each cabinet contained transparent evidence cases.
Every case held a different family's file.
Photographs.
Birth certificates.
Medical reports.
Court documents.
School evaluations.
Marcus quietly read the cabinet labels.
1989.
1990.
1991.
The years continued uninterrupted.
Rachel looked farther down the endless rows.
The newest cabinet bore this year's date.
"This has been happening for decades."
Kevin connected his forensic tablet to one of the public information terminals.
Surprisingly...
It accepted the connection.
"No password?"
Marcus frowned.
"That's too easy."
Kevin agreed.
"They want us to see something."
The terminal came alive.
A menu appeared.

Transfer Records
Operator Logs
Historical Archive
Rachel instinctively pointed toward the first option.
"My file."
Kevin searched for Rachel Carter.
The system responded instantly.
MATCH FOUND
A profile appeared.
Rachel's photograph.
Noah's photograph.
Lily's photograph.
Everything they expected.
Then another section unfolded automatically.
Behavioral Assessment
Rachel stared at the screen.
"What is this?"
Kevin read aloud.
"Subject demonstrates strong parental attachment..."
He continued.
"...high resistance to institutional authority..."
"...unlikely to surrender children voluntarily..."
"...recommended escalation after legal intervention fails."
Marcus clenched his jaw.
"They were profiling you."
Rachel shook her head.
"No."
She pointed lower on the screen.
"They were studying me."
Another hidden tab flashed.
Extended Evaluation
Kevin hesitated.
"Should I open it?"
Marcus nodded.
The report expanded.
Several paragraphs had been blacked out.
Only fragments remained visible.
> Candidate rejected.
> Secondary protocol required.
> Children remain under observation.
Rachel looked confused.
"Candidate?"
Before anyone could answer, Ortega called from another terminal.
"I found something."
Her screen displayed a timeline stretching back more than thirty years.
Every major custody case.
Every emergency removal.
Every successful appeal.
Each connected by thin blue lines.
Marcus leaned closer.
"What are the blue lines?"
Kevin zoomed in.
"They're not court cases."
"So what are they?"
The system highlighted one entry automatically.
Operator Assignment
One operator.
Multiple families.
Then another.
Another.
Another.
Rachel slowly realized what she was seeing.
"The same people..."
Marcus finished her sentence.
"...were managing dozens of different families."
Kevin opened the operator list.
Names began appearing.
Some were familiar.
Some had already died.
Some still held public office.
Then the screen stopped scrolling by itself.
One name enlarged until it filled the monitor.
ACTIVE SUPERVISOR
No photograph.
No title.
Only one line beneath it.
Identity Available With Level Three Authorization
Marcus frowned.
"So there's another level."
The terminal suddenly emitted a soft chime.
A message appeared across every nearby screen.
Congratulations. Phase Two Access Granted.
Seconds later...
Every security door in the underground facility unlocked simultaneously.
Not just the doors in front of them.
Dozens of doors.
Hundreds of locks.
One after another.
The echoes rolled through the underground complex like distant thunder.
Kevin slowly lowered his tablet.
"I don't think we unlocked the next archive."
Marcus looked down the endless corridor stretching into darkness beyond Sector 03.
"What do you think we unlocked?"
Before Kevin could answer...
A loud alarm began sounding somewhere far below them.
Then another.
Then another.
The calm female voice returned over the building's speakers.
This time, it carried something it had never shown before.
Urgency.
"Attention all operators."
A brief pause followed.
"Unauthorized investigators have entered Phase Two."
Rachel felt the blood drain from her face.
Marcus tightened his grip on his flashlight.
The woman finished her announcement.
"Initiate Phase Three immediately."
