Margaret asked the archival team to retrieve every edition of the executive training manual ever issued by Vance Dynamics. By the end of the afternoon, nearly thirty binders covered the conference table.
At first, the revisions appeared routine.
Formatting updates.
Reorganized chapters.
New diagrams.
Modernized terminology.
Nothing unusual.
Then the document analyst noticed something strange.
"The approval signatures."
Arthur looked up.
"What about them?"
"They're identical."
Margaret compared editions published over a twelve-year period.
The signature authorizing each revision belonged to a different executive.
Yet every signature had been witnessed by the same administrative office.
She requested the original approval forms.
Several minutes later, another discrepancy appeared.
The policy revisions had been discussed in different committees...
Reviewed by different departments...
Approved in different years...
But every final version passed through one administrative coordinator before publication.
The coordinator's name had never appeared during the investigation.

Arthur searched his memory.
"I vaguely remember her."
Samuel frowned.
"She worked quietly."
Margaret circled the name.
"Sometimes the quietest positions connect the most important decisions."
