Chapter 51 - Helen Morris

Helen Morris had retired eight years earlier.
She now lived in a coastal town nearly three hundred miles from headquarters.
When Margaret arrived, Helen seemed unsurprised.
"I wondered how long it would take."
Margaret smiled politely.
"You know why we're here."
Helen nodded.
"I've watched the news."
She invited everyone inside before placing a small metal box on the dining table.
"I kept copies."
Arthur looked confused.
"Copies of what?"
Helen unlocked the box.
Inside were carbon duplicates of policy routing sheets.
Unlike the official records, these contained handwritten routing instructions.
One notation appeared repeatedly.
Review before Chairman circulation.
Margaret's eyes narrowed.
"Who wrote this?"
Helen shook her head.
"I never knew."
"The instructions arrived through internal envelopes."
"Did you question them?"
"I did once."
"And?"
Helen gave a tired smile.
"My supervisor told me they came from people whose authority didn't need explaining."
Samuel slowly lowered his head.
"That sentence..."
Margaret finished it.
"...allowed an unofficial chain of command to exist beside the official one."
Helen removed another folder.
"I kept these because something never felt right."
Margaret carefully accepted it.
Inside were routing slips connected to Harold Bennett's missing correspondence.
