Executive travel reimbursements.
Leadership retreat reservations.
The institute existed everywhere...
Except on paper.
Cybersecurity analysts reconstructed an old website from archived internet snapshots.
The homepage contained only a quotation.

> Leaders remember mentors."
No contact information.
No faculty list.
No address.
Only invitation codes.
Margaret compared those codes with travel records from nineteen years earlier.
Every executive who later played a significant role inside Office 7C had received one.
Arthur stared at the growing evidence wall.
"This wasn't a university."
"No," Margaret replied.
"It was a network."
Samuel Pierce quietly added,
"And networks don't disappear when buildings close."
Another analyst entered the room carrying a newly restored cassette recording.
"We've identified another voice."
Margaret looked up.
"Who?"
The analyst hesitated.
"We don't know."
"But whoever it is..."
"...everyone else in the room stopped talking when that person began speaking."
For the first time, investigators suspected Evelyn Kensington might not have been the person directing the movement.
